The HTM Personenvervoer shares are held for 99% by the Municipality of The Hague and for 1% by the Metropolitan Region of Rotterdam and The Hague (MRDH). 

The MRDH was set up in 2014 and consists of a total of 23 municipalities. They joined forces to make the region more easily accessible and to strengthen the economic climate for establishing businesses. The MRDH Transport Authority is the most important party where accessibility is concerned. MRDH is therefore an important party for HTM as well. It has the power to grant licenses to public transport companies, for which they receive money from the central government. HTM operates on the basis of two transport licenses (rail and bus). HTM’s services cover the municipalities of The Hague, Zoetermeer, Delft, Leidschendam-Voorburg, Pijnacker-Nootdorp and Rijswijk, which are all part of MRDH.
